Luigi goes to the telephone room. The three telephones are ringing, and he must determined who's calling for him! First two was from Toad, but if Luigi pretends to be Bowser, Toad would've freaked out! However if Luigi tells Toad it's just him, Toad would've been happier, but was concerned about the outage problem. Then there's another phone call. It was E Gadd, and E Gadd told Luigi about the outage, and that needs to be fixed.
