The Blues were slapped with the original ban over the past recruitment of foreign minors. They’ve since appealed the decision and are awaiting a final verdict. But in the meantime, the CAS have come out to say the ban will be upheld through the appeal process, and that it hasn’t been frozen because Chelsea haven’t filed anything for that particular request. In a statement obtained by The Telegraph’s Matt Law, the CAS said: “For a challenged decision to be stayed during the CAS proceedings, a specific request to this effect must be made. “At the time of writing, a request has not been filed in the Chelsea / FIFA matter. Accordingly, the FIFA decision remains in force." The ban is likely to stop Chelsea’s chances of signing anyone this summer as an imminent decision is not expected. The ban, which is scheduled to run for two windows, could be pushed to next summer’s window if a substantial amount of time is taken on the decision by the CAS. The club are reportedly interested in Bayer Leverkusen’s Leon Bailey, who has previously been a target of Manchester United’s and Liverpool’s. Bailey was one of the hottest prospects in European football at the end of the 2017/18 season but his form stuttered last term. Chelsea believe they can get the best out of him but he will cost in excess of £80m. Ajax’s David Neres is also on the Blues’ radar, as is Valencia’s Goncalo Guedes. Chelsea have already been impacted by the loss of Eden Hazard. The Belgian moved to Real Madrid for £88m with the possibility of the fee rising to around £130m. But with their best player gone and manager Maurizio Sarri on his way out of the club, Chelsea are in need of a boost in the transfer window. They’ve also been hurt by big injuries to Antonio Rudiger, Reece James, Callum Hudson-Odoi and Ruben Loftus-Cheek. The latter two have been hit with Achilles tendon ruptures while James and Rudiger have ankle and knee injuries respectively.
